We are just balancing some division sizes. Even though division shows full we may be able to accommodate if we get an even amount of teams
A - can still take 2 teams but we need 2 not just 1
BB - can take 1 or 2 teams
B & C - because we have a team flexible on their division we can take any combination of 2 teams whether its 2 C, 2 B or 1 B & 1 C but can only expand 2 teams at a time.
